[1]-First of all Open any image with the help of Ctrl+O as I have Choosed the following image

[2]-Now make the Duplicate Layer with the help of Ctrl+J & then go to Blending Options,select Gradient Overlay & use the
following settings

[3]-Now select Pattern Overlay & use the following settings

[4]-Now your image should look like as shown below

[5]-Now select the Brush Tool & use the following Brush & settings

[6]-Now Open New Layer & then fill the color with the help of Brush Tool as I have done!

[7]-Now Blending Mode of this Layer should “Multiply”
